Try using it on a Low % build, I mean under 30% weight load, it seems that the effect on stamina regen is more potent on a character who's weight load already brings fast stamina recovery. I tried making some Characters from Dark Soul Using Totally Accurate Battle Simulator. Their armors can often be found after defeating them in differing locations.
