The solution is rather simple - You need to actually get your industry improved to the point where they want to hire more educated workers. Hey, sorry in advance if this has been asked before which I'd imagine it has but I can't seem to find a previous post. Everyone says that highly educated workers will eventually fill industrial jobs, but it just takes longer.
